Edit: They don't have to build a track, may rent one out. I've been to a few tracks inthe tri-state area, they aren't exactly in the greatest shape, so i doubt maintenance is much. Also i see a lot of volunteering when it comes to employees.
Back in the hot rod days, the local police departments would rent out the drag strip and let the kids race and compete for free. Sounds like a great idea.
Don't worry, your tax payer money will go towards something way more stupid either way.
