Any aftermarket aero-focused bumper or lip + splitter on stock bumper would most likely produce more downforce.

Anyway, this is 100% design/fashion focused for Japanese women. Just look at how they are marketing it and what they changed.

I don't see this being all that appealing to women outside of Japan though.

Really, it just looks kinda boring. It's not that it's HIDEOUS... It's just not particularly stylish and all aggression is lost. It's not particularly sleek or sexy. It looks like a more boring/feminine version of the S2000 front end. Quite similar to an NB Miata. The new Miata is much better looking all-around, IMO.
I do not KNOW if it would be more aero efficient. However, it is more rounded and there are less sharp lines around the headlights, grill and in the area of the turn foglight/vents. Smooth normally means better airflow. Sharp edges, creases and increased surface area normally mean more drag. It also appears to have a small lip below the nose to cut down on lift.

I am not saying I particularly like it but there is a chance that it could flow better than the stock bumper cover and headlights. If that is the case someone will want it. Even if it is not better in any way someone will want it anyway because it is different.
