It is re-integrated with the outer quarter panel. Why don't you look up install videos/instructions for this process and see how it is done. As I said, the inner metal is bent up, the outer fender is bent down, you weld, grind, and fill and it is closed up. You then spray it to coat and seal to stop corrosion.

Just because you do not understand how the work is done doesn't mean the end result is bad.
