nelsmar tunes Ecutek here in my local area and I want to say he helped an NA hit 250 engine, 230whp ish.
I think what you're going to be looking at, however, is more than just compression changes. I am not certain the specs of the NA vehicle that was tuned, but I would imagine you're getting into the realm of built internals, and compression changes. Also, 13.5:1 leaves very little clearance so high reving could float valves and that would cause failure of the motor.
