So it looks like my comment about using parking lights is actually illegal. Which also means that relying on a mod to effectively give you parking lights full time in situations where you are concerned about visability is also illegal in NY. If you are worried about people seeing you, you need to use your headlamps.
Sounds like it saying you cant use parking lights or DRLs to REPLACE headlights during low visibility. I dont think having them on otherwise is an issue.
