As a tourist, I've driven thousands of miles in the US in rentals and these intersections have always bewildered me. I've read the rules, and concluded that they do not apply in real life. Instead, it seems that the person who is angriest or least afraid of crashing (usually the largest and/or oldest car) goes first.
We don't have those intersections in Europe. We have roundabouts. There are rules there too, and they don't apply in real life either. The most effective way to traverse an european roundabout is to look as you are oblivious of your surroundings and just plow straight into it. Toilet style.
