I mean, they're nice, but they don't always let you off because you're polite.
I've received 3 tickets since I got the BRZ. In all instances, I'm super nice to the officer.
The worst one was a 128 in a 90 zone (the DVP of all places) - I think I just had the bad luck to get pulled over on one of the coldest nights last year (the officer had no wish to chit chat at all, and I didn't even try to sell any sob story).
The lowest one was doing 54 in a 40 zone (I live in a mixed residential/industrial area - that stretch of road is a big straight 2 lane) - I think the cop realized that I wasn't driving dangerously (he mentioned they had gotten complaints of speeders on that road, so I guess they had to do "something") - he knocked it down to 44 in a 40 (I suspect it was a hint for me to opt for a trial and hope that it would get thrown out).
FWIW - I think Toronto cops do have a quota - last year, during a kerfuffle between our local government and the police union, cops were writing noticeably fewer (if any) tickets, possibly as retaliation (the municipal gov't gets revenue from tickets).

Ya I have never been pulled over by a Toronto cop!
I should also add that of all the tickets I avoided many were when I was young and driving a car with a nice big Military base pass on the windshield that may have influenced the results a bit as well.
