You hit the nail on the head. Cops are NOT the same everywhere.

Police training in other countries is often geared toward public service and de-escalating situations. Police training in the US is geared toward avoiding liability. That makes a striking difference. US cops are trained to escalate situations to provoke people into doing something that will justify any use of force. If you beat the shit out of a subject and he sues, you can say that he brought it on himself with his negative reaction to your provocation, when you could have headed the whole thing off by de-escalating the way a Canadian or Australian officer would.

That's a direct result of our litigious culture in the US. Cities feel the need to protect themselves from liability. As a result, the cops are involved in more violent incidents, which in turn results in a greater number of excessive force complaints.
