Eh, I think the crux is in "lightly" I'd argue that "lightly modified" would imply that many parts are straight swaps, they use the same tooling for manufacture, they share the same build process etc.
I'm pretty sure that they had to develop a brand new assembly line and all the associated tooling to build the thing, there are so many changes to the structure of the thing if you put them side by side (bare chassis) I'd be hard pressed to call them 'lightly different'
I couldn't find a bare Impreza chassis that wasn't somebodies hacked up project, so here's the 2015 STI, you can definitely see the similarities in the windshield/roofline, transmission tunnel, wheel arches, and frontal frame rails but beyond that I struggle to agree with you.
