LOL, I don't know what all that stuff does (physical forces speaking) but I think I agree with Calum.

Having that bar with the 90 degree welds on it, won't be strong enough to stop any forces that may try to make the strut towers move in towards each other, or out away from each other. You'd need a nice solid 45 degree angle on those to the bolt point on the towers.

All it will accomplish is allowing both towers to move in tandem, which I would think is just as bad for any component meant to add rigidity to the chassis.

But then again, I'm an idiot and say only what I see and my meager mind can comprehend.
