Sorry, have to go to the manual for the answer, but IIRC TC, even selected "off" comes back at 20(?) mph or when you have busted traction.

The "pedal dance" is the only way, other than pulling the fuse, to turn off all the nannies until re-start.

ETA: From the BRZ PDF:

If only the TRAC system is turned off, the TRAC will turn on when vehicle
speed is more than approximately 31 mph (50 km/h).
If both the TRAC and Vehicle stability control (VSC) systems are turned
off, automatic reactivation will not occur when vehicle speed increases.

Hmmm. My car (AT) will show all nannies off, but will take control. Perhaps I have a problem! I did have a recurring trans CEL last year. I do know, however, that the "pedal dance" turns all nannies off.
