Do you actually calculate your MPG when you fill up? Mine acts the way you say, but I still get 24-25 mpg city and 32 mpg on the highway, which is about right for this car. I will also say the needle is a bit conservative. I normally fill up just under 1/4 on the gauge, but if I wait for the light, it is just about 11 gal while the tank holds 13.2 gallons. Most manufacturers seem to be getting more conservative on their fuel gauges (from my personal experience anyway).
