XBL is apparently back up but PSN is still down.
It's believed that Sony has disco'd the servers to prevent damage or whatever... No official word on anything, but it's allegedly a DDoS attack. It's just a network of computers responding to commands telling them to send little communication requests to a single server. With a large enough pool of computers, they can flood the server which overloads its ability to respond to other requests, and you get a timeout error, etc. Often these computers belong to innocent people but they're infected with a virus or malware that makes them respond to these botnet commands. Your own computer might be doing it right now and you'd never know. Otherwise botnet farms in China can be "rented" with a CC and the US has no jurisdiction and China DGAF. They're just given the target IP address and it goes down.
Lizard Squad has taken credit for it, and apparently they previously made a deal with Sony that they would get some ultra mega gold memberships or something if they never attacked again. I don't know much about the legitimacy of that part, but if it's true it's just permanent bait for any kid who knows how to do it. So, no PSN for anyone until they decide to stop. If they go through Chinese botnets or something then it could literally be months if they really wanted.
