In terms of performance figures, you're right the Focus ST is probably the closer match to the FR-S (and it may put down better numbers even), but for driving experience, I think you'd have to step up to the Focus RS to match the FR-S.
I'll caveat that by saying I haven't driven the Focus ST yet (only the FR-S), so this is speculation on my part. But I've heard Ford's target with the Focus ST was the GTI, which I can confirm first-hand (I own one) doesn't offer nearly the driving experience of the FR-S.
