In the S.E.T. area you can add the TRD wheels to the FR-S as a "port installed option" or "port accessory".

Call them accessories or options what ever you wish but any and all TRD parts are available through the dealers. My car had all the TRD parts on it in the showroom and the sign said "Optional TRD parts" the brochure laying right next to the sign said "Available TRD accessories".
You analogy for the RS.1 is different as the parts are not generally available to the general public so are neither an accessory nor an option. Where they are physically attached to the car is irrelevant.
