I can only see four possibilities here:
1. They are lying.
2. Your son is lying.
3. The cameras don't actually work, in which case see #1.
4. They are so fucking incompetent that they allowed the footage to be recorded over before reviewing it, in which case see #1.
I think you have to demand to see the video yourself. Do you have a lawyer? It might help to have an attorney call the school and try to get a copy of the video. I think it's likely that they don't actually have any footage, and they're bullshitting you to cover it up so that the kids don't know they're not actually being recorded. It's also possible that they are covering for the kid for some reason. Perhaps they are afraid that if they admit it happened on school grounds under their watch, the school will share in the liability.
And it's long past time for your own cameras set up in the car. If the school doesn't have a problem with you staking out the parking lot, you need to make sure you have a camera with you to get video of any incidents you witness.
