You need to go to the principle and demand the evidence, it doesn't take this long to look through the footage and find who did it if you already have a relative time frame of when you think the vandalism is occuring. For all you know the school's cameras might just be there for deterrence and are not actually functional. I don't know of any school in my state, that is public, that actually has security cameras around the school.

My understanding is that non-functional security cams shifts liability to the property owner/manager since it acknowledges a potential problem exists. Since he was told there is a video record, they must produce the evidence or face liability themselves, but I'm not a lawyer and am going on the outcome of a neighbor's settlement with a popular restaurant nearby.
