They do this in WEC with great results. I would love to see this, but the that R&D isn't cheap, and WEC runs 3 classes for that reason. There are 6 cars in P1 which is similar to the top 3 teams in F1. Perhaps F1 needs to follow Moto GP, WEC and WRC (All pinnacles of their sport) and have a 2 tier field...we basically have that now anyway.
