Investigation should be left to the police and school officials. In this case the total evidence the OP has consists of "we know it is him", "the guy looked nervous" and a kick to a different car. If OP's car had been kicked the damage would be greater then the small dings that won't show up in a picture.

Definition - Stalking can be defined as the willful and repeated following, watching and/or harassing of another person. Unlike other crimes, which usually involve one act, stalking is a series of actions that occur over a period of time.
