Sure, power will help you coming out of 12 and coming out of 15. And you can use it to compensate for lower corner speeds in some cases. But I think there are more places (and more time to be gained) where you can save seconds with grip/aero than with pure power.
@WoOosOn might have demonstrated this very thing on sunday with his blisteringly fast lap time.

P.S. Power helps a bit after T6 and T9 too. Oh and for actually being able to pass someone when they point you by instead of them thinking "hmm? I guess he doesn't want to pass since he isn't accelerating...oh well" lol
