The guy must have some r-comps or something aggressive, boosted, and with some aero to hit 2:03. With my stock setup - front camber (-1.2), stoptech street performance brake pads, semi-dead Z2s (8 track days -ish), and a passenger - was able to do 2:11.1 with traffic. I don't know the exact setup, but it's a setup that's considered comparable to the CSG BRZ.
My guess would be Voltex wing, splitter, JRZ or SRC coilovers, square 255 Z1 Star Spec (older compound street tire) on a S2000. The only detail I was told was that he was on old tires, but I think the tires I was on were worse, since I couldn't get any heat into them at all.
IMO, Thunderhill favors, in this order:
Aero/tire grip >>> Power >>>>>>>> Suspension
