Hmm, I don't have that CE tag on my exhaust. Guess I have to make some fake TUV papers then. Or find/make a CE tag.
Do you happen to have photo of it?

With my previous car, the first time they just glanced at the papers I had, the second time (keuring voor verkoop) they didn't even noticed it was a modified exhaust even though they looked at my old inspection-papers.
Normally they just look at your papers and maybe they look at the tags on your exhaust, most of the times they don't even care if it isn't too loud.

Just cut the old connecter and solder the H11 conector on it. I would advise you to upgrade the housings as well due to the fact that a H11 lamp will be hotter then the stock lights.
The Subaru Outback housings have glass lenses while the stock one's are made of plastic.
