There are absolutely no "limiters" in these cars except drag, I don't think you fully understand your own question, but, the reason you see 135 mph-145 mph or whatever is because the car literally cannot go past that in it's stock form with the current hp, ie. it cannot overcome the air resistance . The car if, I remember correctly from a dyno run video, is mechanically limited (transmission can't go further) than around 175 mph.
