I've checked my Idle Speed Target A and B tables and they have a max value of only 1400, so I'm not sure why it idles so high. Have you got any advice for me that might prevent my neighbors from burning my house down?

Check all the idle target tables and see none have high values over 1400
you can probably reduce the retard from -4 to Zero as well.
