IMHO, that's how it should be.
Yellow flag = NO PASSING and NO driving on the limit. There should never be an accident in a double-waving-yellow-flag area. Yellow flag means caution (driver off track or re-entering) and double waiving means DANGER, BE PREPARED TO STOP!

Bianchi lost control in a double-waving-yellow-flag zone and while the SC car had been deployed, he had not yet gone around the track to pick it up so his crash technically did not take place "behind the SC". To me that detail is important because getting it wrong in a yellow-flag zone and getting wrong behind a SC is a very different level of negligence.

UPDATE: Sutil has reported that Bianchi's car slid
sideways into the tractor and the entire driver-protective-crash-structure was removed "2-3 inches below the drivers helmet"!!!!!
