I was going to chime in with 10mm bolt-on as being the smallest.
However, since the spacer nuts can only be a maximum of 10mm deep, you won't have enough thread engagement to be safe.
The technical info I have seen say you should have at least the same nut depth as bolt diameter. Since our lug bolts are 12mm the smallest bolt on spacer should be 12mm, assuming tightened down flush to the hub.
