If I were you, I'd remove the black plastic, mask off an 0.5-1.0 inch from the rust, clean the area, sand down the rust, clean it again, prime it asap with an etching auto primer (2 thin coats?), cure, paint it, let it cure, another coat (?), wet sand if needed, hit it with clear, cure (few days ?) cover it with PPF, put the black plastic back on and put the mud guards back on.


Or take it to a shop you trust -no sloppy work (you could do that yourself for free)..... beware ultra cheap price they'll just paint over the rust.... no expensive work due to extensive blending/feathering if you plan to reinstall the mud guards (they cover up a lot). Once again use PPF to cover areas prone to the paint being rubbed off directly by the mudguard or indirectly by trapped dirt.


P.S. whenever you take your car for painting try to dismantle as much as you can -some shops are so lazy and in a rush they'd rather mask & tape off instead of take apart.
