There is a ratio between ground clearance (measured front the bottom of the splitter) and projection (distance forward of the car). For every 'inch' of height, the splitter has to extend 'this many inches' fore of the front bumper. That's a major generalization, but the ratio is pretty large, at least 1:3 (not certain). If a car is lowered enough with a massive front lip, then I don't see why it couldn't be considered a splitter.
Anything flexible or not rigidly mounted is worthless to the cause.
