The PR department said that the FRS launch to regular consumer availability is concurrent, so there will be no regional delays or launch phases.
This means the availability of the cars will be simultaneous, only delays in the East may be from the shipping time of logistical matter (ie vehicle transporters can get to Los Angeles from Port of LA, in 1 day, while fastest of trucks can only get to NYC in 4 days.)
Each of the dealerships have certain allocations based on many factors so closest dealers do not necessarily have more dibs. The vehicles will be spread far and wide and relatively fairly.
No idea on the Subaru side though... I don't have any information or close enough contacts there on their side of the sales/distribution plans.
