I think you are on the right track with a 12V setup. This eliminates the voltage boost (or battery paralleling) charging circuit which cuts down on cost and complexity.

My goals would be to fill the torque hole in the curve between 3200 and 4500rpm, add a bit to the curve below 2500rpm and not be restrictive on the top end, all while being speed proportional. I think a 12V low power setup would accommodate all those goals.
