Bingo. At that time, Subaru (at least in the U.S.) was known as a boring manufacturer that made AWD cars that were ideal for snowy climates and/or dusty terrain. They didn't anticipate the WRX being what it became, and neither did Subaru. Remember that they had only planned to sell 10,000 WRXs that first year, and they ended up doing over 24,000 instead, well above expectations.

Fast forward to today (ten years later), the insurance companies know what's up, and having "only" 200 hp isn't going to fool them this time.
