what? The auto manufacturers got together and created a standard and a certification. The fuel companies meet the standard to certify as top tier. Either they're certified or they're not.
I have no idea whether the certification really means their gas is any better, but the fact that it's not the fuel companies certifying themselves tends to lend it a bit more legitimacy. If it were just a marketing scheme, what would the auto manufacturers get out of it? They don't sell fuel.
