It's really simple. Ontario is THE most expensive place to insure a vehicle in North America. It's one of the most expensive places on earth actually. If your under 25, male, and live in Toronto, $7000 a year is the norm. Thank god every day you have a provincial insurance company like ICBC. The private insurance companies here use price fixing like they are trying to become Robelus (Rogers/Bell/Telus). The other side of the coin is that Ontario has obscenely high average claim values ($60000) because people abuse the liability claims on injuries. The insurance companies openly admit to a $1000 male surcharge, having a penis is very expensive. Ottawa isn't as bad as Toronto, I paid $4200 in my early 20s. Now I pay $1500 with one accident on my record but I'm 30.

Manitoba still has provincial insurance, their rates are astonishingly low. My buddy totaled two cars before he turned 23, still paying less than $100 a month!

Edit: In Ontario: A Honda Civic SI is more expensive to insure than a Porsche 911. I'm not kidding.
