Possible to find a different dealer? I'm thinking this could be dealership-specific.
My service adviser took me at my word, and I was in and out of there in less than 2 hrs, including complete 15k service.
BTW if they do charge you for a re-flash (which is BS IMO), it's 0.4 hrs labor, which should be no more than $50.
