You are correct in that the small red wire just triggers the already on triangle light to flash. One would have to open up the assembly itself and mess with the interior wiring to find a way to power the V bar and triangle like DRL's if they wanted the flashing light without the parking lights on during the day. The pictures I have seen of the circuit board inside do not look promising for finding a way to achieve your desire here.
