But yes, the camshafts are mandated in the F1 rules and that is another thing I think is stupid. Why? Because of Koenigggseggesggs. If F1 would have been allowed to run/develop a solenoid based valve train (or solenoid based ERS valvetrain) a decade ago, that tech would most likely be in cars today. Instead we get Koenigggseggs developing it one their own which means it won't be in an entry level Toyota, well... ever.
