I'm guessing he was trying to point out that by switching out airbags, any number of things could have gone wrong during the removal and installation. Things that could cause the airbag to misfire or not fire at all.
Unfortunately due to the nature of an airbag, there's no way for him to test whether or not he reinstalled it properly.
