The main question is what are you looking to get out of the car. Are you looking for speed, handling, looks?

I am personally not a big fan of doing just springs unless you do dampers with them. At that point you are at the price of a descent set of coils. Plus the coils are cheaper and easier to install.

$1,000 for BC Racing Coils

Then I would pair it with a set of Enkei RPF1 for about $950.

I know that is your max budget already but if you factor in selling off your stock rims you should be able to afford tires for it.

Drop and rims totally change a car to me, it is always the first thing I do to a car.
