Normally water cooling setups used on RC boats use a Venturi in eh water behind the boat to suck water up, flow it over the motor and ESC, and then spit it back out into the water.
If I decide to use the water jacket setup I'll co opt a PC processor liquid cooling setup. That would include a radiator, resoiver, and DC pump to circulate the coolant. Typically hey run distilled water as the coolant. But this of course presents problems in a car so I would have to look into other options.
