actually before posting this I went ahead and searched.. So these are the changes necessary, I suppose. And any registered importer would need to make them before the car is legal?

A registered importer has to do so, but it's a specific one (MotoRex). Anyone else would go through a lot of paperwork and effort which makes it non so profitable (which is why motorex cheated the system and got caught). Currently any Skyline found in a container is just crushed when customs finds it. They'll even pretend to be buyers, seize and crush them.


Skylines are the biggest risk in JDM imported cars.
