So basically a whole lot of gray area? It's been on this NHTSA list for a while, but I guess it's hard to find an importer to take the necessary steps, or what?

actually before posting this I went ahead and searched.. So these are the changes necessary, I suppose. And any registered importer would need to make them before the car is legal?
