I am simply speaking from my 16 years of experience in the automotive field. Functionally the pump has no issue whatsoever, it is a noise perception issue. Don't get me wrong, it is loud at idle but it is doing exactly what it was designed to do. I bet if someone constructed a shroud with some insulation the noise would be significantly reduced or eliminated. Maybe the engineers at Subary/Toyota are working on something like this. But probably not since this is not an actual component failure.
