There is no way that will be true.
PnP kits will are not the same as OEM HIDs, I don't know one dealer that sells PnP aftermarket kits. Headlights have to be DoT legal; the projectors have to match the ballasts and all that.
A good retrofit will cost at least $300 before labor.
