GoPro makes some, Sony makes some, a bunch of other brands make them. I have a goPro Hero 3 Silver with a suction cup mount that I used in Afghanistan.

If it's outside the car, tie it down somehow. If it pops off the mount, it could be a danger to other drivers and you'll probably never see it again.

You'll get good results for lap timers from this thread. I've seen Harry's Lap Timer mentioned a few times. I can't give you first-hand experience with that part though.
