What would be your input when combining this front splitter and maybe a rear diffuser with something like a wing or big spoiler?

I would personally do the splitter with the Driveway Labs diffuser and see how you like the car. If the car oversteers greater than what you as a driver are comfortable with at high speed (many people like cars setup differently), then I would look into a rear wing. I would not do the rocket bunny spoiler. There are some good wings out on the market and some bad ones. Do not believe the numbers thrown out by any of the companies as they do not apply unless tested on these cars. I am also not a fan of the 3d profile, unless it was designed for a specific car.

However, they are less vehicle/chassis specific because of their placement and that makes them a more repeatable way to produce downforce.

I would start with underbody aero first, but that's my personal preference.
I agree with this. Underbody is more tricky to create downforce, however it doesn't come with the large drag gain that wings do. Being that these cars are very underpowered, I would only tackle a wing if you can't make the downforce in other areas.
