Header will be you best bang for the buck option. How well the exhaust components line up is much less influenced by having the same manufacturer as it is picking manufacturers that take the time to properly engineer a product. You shouldn't have any problems mixing-and-matching parts from Nameless, Perrin, Invidia, Berk, etc... It's when you start buying the eBay brand crap that the fitment issues arise.
If you want to stay fully legal in PA, the FT-86 Speedfactory header is probably your best option. If you elected to go with a catless header, you could tune it to get rid of the CEL and still likely pass emissions, provided they don't actually look under the car.
