It's hard water, full of calcium and a few other minerals. Water evaporates, leaves the mineral deposits. You can use anything lightly acidic to remove them, even just plain white vinegar should work. Or you can get some polisher and a buffer. It sucks if you don't have softened water to wash with, you need to move to get the car dry before you get spots. I get the same thing if I park next to sprinklers where I live.
