$1200 for HIDs and navigation isn't what I call a screaming deal.
I wouldn't say "tuned for over steer". Most reviewers have mentioned that they cannot distinguish any suspension differences in between the two.

Right, one buys for what their needs are. I for one, want it as a DD, so I prefer the extra goodies over a more bare model, mostly for track use, as the Scion is.
