That is seam sealer. It is mainly used for filling seams where two components meet to prevent water from getting inside the seam. It is not there for strength and is usually easily removed. Race prepared cars usually have all the seam sealer removed to reduce weight.
As for corrosion, if there are holes facing the ground where the water can easily drain after it gets into that area, I wouldn't be concerned.

I thought seam sealer was structural, if it is not, does this just mean that the uni-body is warping or flexing causing the panels to separate?
