My guess is based on the wording of Scion's press release: "better handling and stability thanks to a more rigid front suspension and re-tuning of the rear shock absorbers."
Which implies that only the rear, not front, shock absorbers will change. Front springs could change but "a more rigid front suspension" sounds like a simpler way of referring to something a bit more complicated than springs/struts. Otherwise, they would've explicitly stated the front springs would change like how they did the rear shocks.
